Aged from six (6) years, I met with him in my way early before eight (8) in the morning holding out a big empty tomato can that serves him to collect items such as money and foods. I saw him running out the streets without any shoes on his feet wearing out a small pants with an old and dirty shirt in rag while it got really cold in such streets. Modou whose father is dead of Malaria came to Saint-Louis by walk from his native village called “Teud Bitti” which is located between Louga and Saint-Louis and where the extreme poverty deserves. Modou who is begging since this time in Saint-Louis is supposed to feed himself and to help his mother who has stayed in the poor village of “Teud Bitti”. He lives in the street in the middle of downtown with a group of what is referred to as “faxman” - ‘Wolof’ term to designate people who, as a result of the damage of familial relations, decide to deliberately make a breaking with their parents in leaving them to elope in places unknown to them - who has set themselves up under the market stalls of Sor, Saint-Louis . He uses to beg every day from seven (7) a: m to night (9) p: m. For that he gets any times for leisure except when he plays with his buddies outside the streets during the begging times.<br />He has already joined a gang of little “talibé” forced by “faxmen” to steal and sell drugs and marijuana in the streets. He is also exploited by some tourists giving him money to sex with him.<br />The begging look like a strong struggle for this young boy because he is obliged to beg at least the sum of USD1 a day while his begging square is frequented by lots of child and adult beggars.<br />The original meaning appointing a “talibé” like a young pupil at a koranic school studying with a “marabout” (koranic teacher) does not work for Modou Diaw. He has never been to school. Neither to a French school nor to a koranic school. Hendrixson developed the model<br />of The Hope Reintegration Habitat, a gang prevention<br />and intervention program designed to reintegrate young<br />people and adults returning from prisons or<br />correctional institutions back into society.<br />The model was developed based on the philosophy that<br />persons who had been involved in criminal activities<br />and street gangs need positive alternatives in order<br />to improve their lives and become self-sufficient and<br />reliable in their community. The model was established<br />in an effort to break the cycle of recidivism by<br />helping to restore dignity and hope on the lives of<br />ex-offenders in order for these people to build or<br />regain dignity.<br />Bajito Onda gave street gang members and<br />ex-convicts/parolees an opportunity to turn in a new<br />life through work by creating products to earn<br />income.Thereby giving an alternative to those who have<br />fallen from the society so as to increase global<br />economy. Some of these women live in a difficult situation as they hold starving children they always need to feed. Living with poor men without work, these women are sometimes obliged to prostitute themselves in order to support their family. <br />Current affairs drive to question oneself about the issue of beggar children which constitutes a worrying one as far as the respect of children rights is concerned.This question arises with acuteness in Africa and particularly in Senegal on account of the intensification of extreme poverty. ‘ In Senegal sixty five per cent of the populations live below of the threshold of poverty ‘(1).This alarming situation brings about pauperized farmers to entrust their children with ‘marabouts’ (religious guides) who use them in begging.
<br />This paper, which aims to inform the Bajito Onda Foundation on the question, seeks to analyse the phenomenon with a specific reference to Dakar.It tries to answer the following questions: who are these beggar children? How do they live? What policy is adopted by the Senegalese state to take them in charge?

<br />I-The beggar children
<br />
<br />They are generally thin boys of 5 to 15 years usually entrusted by poor parents with ‘marabouts’ in charge of their koranic education.They are named ‘taalibe’ in Senegal.The word ‘Taalibe’ comes from Arabic ‘Talib’ which qualifies learning and asking people.Identifiable with their bare feet,their dirty clothes usually in rags and their empty tomato pots which serve as containers to keep the begged food, ‘Taalibes’ don’t frequent modern school.The whole of their education is based on both koran learning and begging.They live in ‘Daaras’(koranic schools) where ‘Marabouts’ initiate them into community life.Idle,they come mostly from arid areas.‘Among them Mauritanian refugees, Senegalese repatriated but also nationals from close countries pushed to exodus by drought’ according to Saliou Sarr, trainer at Ecole Normale (Teachers Training School) in Thies, Senegal. But, how do ‘Taalibes’ live?

<br />III-The ‘Taalibes’ living conditions
<br />
<br />They are living dramatically bad conditions.Some of them are boarded in ‘Daaras’ which are often dilapidated or unfinished houses without roof given to ‘Marabouts’ by people whose aim is to contribute to the ‘Taalibes’ koranic training.Others sleep in makeshift shelters such as garages,markets,etc. Overpopulated,the accomodations don’t meet simple sanitary conditions.There are neither water nor electricity in these lodgings.We can find in them many germs agents such as rats,mice,cockroaches,etc.This precariousness brings “Taalibes” to remain sometimes weeks or months without having a shower. On account of this, they risk to mortal epidemics such as malaria, tuberculosis, cholera, etc. Forsaken,they have no access to medical treatments.More than anything else, they are the victims of severe and unhuman punishments in ‘Daaras’ where they are ill-treated in the event of violation of the begging regulations (each day the ‘Taalibe’ is obliged to beg for at least the sum of five hundred CFA (more or less one dollar) in order to maintain the ‘Daara’).The fear of being beaten by the ‘Marabout’ brings them to commit vagrancy actions on the streets of Dakar :theft of money,food,clothes,etc.Some of them are exploited by ‘Faxmen’ (2) who use them in criminal actions (drug and indian hemp trafficking).On this account,they suffer of a violent police repression:raid,punching-up,judicial placement,etc

<br />IV-Government with the beggar ‘Taalibe’ phenomenon
<br />
<br />As a real social problem, the ‘Taalibe’ phenomenon doesn’t stop worrying the Senegalese authorities.Besides, as far back 1973, a law (Article 245 of the Penal Code) has been editted in order to get rid of begging in Senegal.This law planned to equip koranic schools with a legal statute which favours a good management of ‘Daaras’.But for lack of means,the legislation has not been enforced.However,various actions have been taken by the Senegalese government to control the problem (assistance,subsidies,etc.).Nevertheless, the populations’ impoverishment doesn’t stop making worse the begging phenomenon.According to the UNICEF (United Nations for Children’s Education Fund) 2005 report, 400,000 children are in vulnerability in Senegal and between 250,000 to 300,000 of them daily take part in begging in Dakar. ‘Senegal is attempting to better the situation of the most vulnerable children in the strategic document of poverty reduction (DSRP) and through both sectorial policies and programs for the protection of children’s rights’, declared Ian Hopwood who is the Unicef Representative to Senegal.Unfortunately, figures don’t plead in favor of this promise : the growth rate of Senegal which was about an average of five per cent from 1993 to 2000 is brought down around 2.3 per cent in 2002 according to the IMF.

<br />Conclusion

<br />This study on the beggar children phenomenon in Dakar has revealed the dreadful living conditions of ‘Taalibes’ forsaken by poor families and neglected by the Senegalese government who are incapable of enforcing a policy likely to alleviate the sufferings of the populations by a poverty reduction.Anyway, President Wade is seriously mistaken in expressing himself as to the phenomenon of poverty in Senegal as follows:‘the poverty notion,what is it?we can’t say that poverty is the matter of more or less one dollar a day, I find this completely stupid.We can say that it means when we haven’t a minimum to live on,no water,when we are hungry.But there is another stage,still more serious in poverty and it is extreme poverty.These are people so poor and in despair that they live out of the social norms.Well,this does not exist in Senegal! ’
<br />The phenomenon of beggar ‘Taalibes’ is a particular case to contradict this thesis.

<br />Mais Bajito Onda est-elle une organisation, une société, un parti politique, un lieu de culte ou un mouvement religieux ?
<br />Bajito Onda n’est rien d’autre q’une organisation humanitaire dont l’objectif est de venir en aide aux personnes sans espoir telles que les femmes pauvres, les enfants des rues et les ex-prisonniers par le biais d’une formation et d’un encadrement facilitant leur réinsertion sociale.
<br />Mais quels sont les champs d’actions de l’organisation ?
<br />Les actions de Bajito Onda était limitées aux personnes démunies vivant généralement aux Etats-Unis et particulièrement dans la ville de Dallas. Mais depuis quelques temps l’organisation a élargi son champ d’actions aux personnes vulnérables vivant à travers le monde. C’est ainsi que le Mexique et surtout l’Afrique ont été choisis comme zones d’intervention.
<br />Mais pourquoi le choix de l’Afrique ?
<br />Ce choix n’est pas gratuit. Il est d’ailleurs dicté par plusieurs considérations.
<br />La première raison ayant motivé cette décision s’explique par la générosité de Del Hendrixson qui a voulu mettre à l’abri du besoin des fils Africains vivant dans des conditions misérables. En Afrique Bajito Onda encadre généralement des personnes sans espoir susceptibles de rejoindre sur le désire l’équipe de l’organisation. Aujourd’hui de par Del Hendrixson la plupart des Africains pris en charge par Bajito Onda ont déjà oublié leur vie passée.
<br />Le deuxième soubassement de ce choix est lié au fait que les conditions d’existence des enfants, des femmes et des prisonniers Africains ont toujours préoccupées Maman Del Hendrixson. Cette préoccupation majeure l’a d’ailleurs poussé a crée de par ses faibles moyens en Gambie (West Africa) un centre socio-éducatif dont l’objectif est de venir en aide aux femmes pauvres, aux enfants des rues et aux ex-prisonniers. Ce centre très apprécié des populations gambiennes est en voie d’être initié dans d’autres pays Africains tels que le Sénégal, la Guinée, la Sierra Léonne, etc.

<br />De par ses nobles actions en terre africaine, Maman Del Hendrixson est aujourd’hui connue en Gambie sous le nom de Mum Africa.

<br />It is my honor and privilege to speak about Bajito Onda. Bajito Onda is a humanitarian organization which is committed to break the cycle and restore the hope of people around the world. As a charitable organization, Bajito Onda realizes many issues in Africa. Most of these issues concern at-risk people such as poor women, homeless kids and ex-offenders. In order to talk about one of these issues let me exhibit my own path. I will mention how i met with Del Hendrixson and how Bajito Onda changed my life.

<br />I will begin by introducing myself. My name is Mao. A homeless people, i lived a very stressful life in Senegal (Western Africa). I am deserted by my natural parents when i was 5 years old .I never know about my father. He left me with my mother when i was baby. As for my mother she long time lives with a man who doesn’t accept me in his house. I only got assistance from my mother in law who took care of my education. Unfortunately this education has not been of a great help in my life as the lack of family and job always endangered my way. For this i was really in despair before meeting with Bajito Onda. This situation was bored out of my mind. I was psychologically affected by it. That’s why it happened me to dream sometimes about commit suicide in order to leave this wretched life.
<br />Fortunately I met with Mummy Del Hendrixson just at the right time. I met with her through internet while i was living in extreme poverty in Senegal. I was introduced to Del by a friend who asked me to send a proposal to Bajito Onda in order to start in Senegal a project which should help save my life. It was a pleasure to receive from Del a lovely letter in which she invites me to directly join the Bajito Onda family. Since this period we discussed about our two life and we found that we had the same path as we two was the victims of reject in our natural family.
<br />With Bajito Onda and via Mummy Hendrixson i now got a proper life in Senegal. I used to receive each day from Del emails in which she invites me to stay strong and to only focus my mind on positive things. I cannot now be weak like suicide. Del is presently a part of my private life. It is hard for me to tell you what a real Mother Del is for me. She recently tried to get me in Dallas in order to give me an educational state of the art training in social and leadership management. Unfortunately my visa was turned down. I now cannot stay a day without hearing about Del. It kills me to learn that she suffers of something. I recently received financial assistance from her which really allowed me undertake business in Senegal.
<br />She already helped me open in Senegal a chapter of Bajito which is committed to save homeless kids.

Always in service, Mao.<br /><br /><strong><span style="font-family:arial;font-size:85%;">I am 34 years old. when i was a young boy growing up in africa i always yearned to be a humanitarian and to help people - kids like me - poor, living in ghettos - i looked up always for that helping hand to reach out to me - but i never found it. that is why my family disowned me because i have now three degrees in college for social work - and until I met the far reaching hand of Del Hendrixson, the founder of Humanist Movement Bajito Onda Africa Foundation I had no hope of even staying alive. I had no way to ever help others without ever believeing there was hope for me as well. I found that hope in Mum Del. We call her the mum of Africa. I know she has never even been here - but we pray someday she can join her sons and daughters here so she can know her loving children she is raising from around the world. She is a strict mum, but we follow orders, we serve, and we help others to have the love we never had as children understood for our humanitarian heart. There is such a horrible need for love in African villages where children have less value than animals, but we grow up if we are lucky and can survive the conditions. My conditions have been so horrible even as an adult I have had to live in huts with animals in order to survive. I am no longer oppressed in my heart or in my life because now I am a part of the Bajito Onda global movement to help women, children and prisoners and now my heart is unlocked and free to receive the love I have always needed and wanted. I am now the French translator for Bajito Onda global efforts, taking our loving missions into more and more languages and cultures. God Bless us All.
